  17. <p>     For a few months in 1988, the Seoul government urged South
  18. Koreans to refrain from shouldering their way through crowds,
  19. spitting in public and even eating dogs. But after the nation
  20. finished playing host to the summer Olympics, the rigorous
  21. campaign slacked off, and government officials have noticed
  22. that many citizens went back to their old antisocial ways. To
  23. combat the problem, a new month-long crackdown has been
  24. launched against expectorating, smoking in restricted areas,
  25. urinating in public and "behaving obnoxiously while
  26. intoxicated." On the first day of the program, police officials
  27. announced that exactly 57,294 people had been reprimanded
  28. nationwide, primarily for spitting and littering.
